NAPOLCOM Press Release EAD | PRESS RELEASE: NAPOLCOM, CIDG Present Norman Mangusin; Charged with Cyber-Related Unjust Vexation CIDG Headquarters, Camp Crame, Quezon City | February 2026 The National Police Commission (NAPOLCOM), together with the Philippine National Police – Criminal Investigation and Detection Group (PNP-CIDG), presented Norman Mangusin, also known as Francis Leo Marcos, during a press briefing held today at the CIDG Headquarters, Camp Crame, Quezon City, following his arrest by virtue of a warrant issued by the Regional Trial Court, Branch 294, Parañaque City. Mangusin is charged with twelve (12) counts of Violation of Article 287 (Unjust Vexation) of the Revised Penal Code, in relation to Section 6 of Republic Act No. 10175, or the Cybercrime Prevention Act of 2012.
