EAD | PRESS RELEASE: NAPOLCOM, CIDG Present Norman Mangusin; Charged with Cyber-Related Unjust Vexation
The National Police Commission (NAPOLCOM), together with the Philippine National Police – Criminal Investigation and Detection Group (PNP-CIDG), presented Norman Mangusin, also known as Francis Leo Marcos, during a press briefing held today at the CIDG Headquarters, Camp Crame, Quezon City, following his arrest by virtue of a warrant issued by the Regional Trial Court, Branch 294, ParaƱaque City.
Mangusin is charged with twelve (12) counts of Violation of Article 287 (Unjust Vexation) of the Revised Penal Code, in relation to Section 6 of Republic Act No. 10175, or the Cybercrime Prevention Act of 2012.
Prior to the arrest, NAPOLCOM, under the leadership of Commissioner Ralph Calinisan, coordinated closely with CIDG regarding Mangusin’s unauthorized use of a police uniform and other serious matters uncovered during validation. These include issues involving his alleged use of multiple names and identification documents, as well as the reported existence of unauthorized security personnel.
In connection with these findings, NAPOLCOM formally transmitted communications to the Department of Foreign Affairs (DFA) and the Philippine Statistics Authority (PSA) requesting verification of records and possible investigation into identification documents attributed to Mangusin that may have been fraudulently obtained.
Commissioner Calinisan emphasized that the Commission will exhaust all legal and administrative remedies necessary to protect institutional integrity.
“Hindi ito simpleng usapin. Kapag may panlilinlang, pag-abuso sa sistema, o paggamit ng huwad na pagkakakilanlan, pananagutin natin. Walang puwang ang pagpapanggap at panloloko sa ilalim ng batas.”
He further underscored that the arrest reflects the government’s firm commitment to uphold the rule of law.
“Ang batas ay iisa para sa lahat. Ang sinumang lumabag, lalo na kung ang kilos ay may epekto sa tiwala ng publiko, ay haharap sa kaukulang proseso at pananagutan. We are doing this for the Filipino people. May hustisya sa NAPOLCOM.”
NAPOLCOM reiterated that it will continue to work closely with the PNP and other concerned agencies to ensure a thorough investigation and accountability under the law.
